The objective of this study was to evaluate the impact of the derogatory practice on urban planning as it is practiced in Morocco, this one having evolved within the framework of globalization and liberalization of the Moroccan economy. The practice of derogations and the resulting disputes were analyzed. 

The waiver system was assessed through interviews, personal research, legal document review, and geographic data. Appropriate solutions to regulate the current system were proposed. The study and resulting recommendations were made available to the Department.
